Why is my mill bit too low for the guide on my DPF-300?

The mill bit of the DPF-300 is secured in the ER11 collet on the spindle and at the bottom of the collet is a spacer pin that is 3mm in diameter and 10mm long. If this spacer pin is missing, the mill bit will not sit at the proper height when the guide is installed.
